Scientific research institute

What:

At its most basic level, a research institute is an institution occupied with scientific research. This takes different forms, with differentiation between public, independent and academic research institutes. This categorisation is useful when considering different institutions; however, in practice, there can be overlap regarding shared funding sources, modes of governance and types of collaboration.

The main defining characteristics relate to the types of research agendas they pursue, how they are funded, their governance structures and wider relationships with industry, universities, policy and other stakeholders.

Examples:

Public institutions are often established to address large-scale public needs and national priorities, such as food insecurity, climate change and health inequalities. Research agendas may be informed by government priorities, with varying degrees of scientific autonomy, depending on the institute type. Typically, they operate through public funding, including public taxes, government budgets or competitive research grants. Such institute types may also work in collaboration with other types of organisations, such as universities, industry partners and other public agencies. As public institutions, they are often governed through public and statutory accountability procedures and mechanisms. An example is The National Physical Laboratory.

Independent institutes can take different forms, including being either not-for-profit or commercial. These institute types address a wide remit of research agendas, which are shaped by factors such as funding structures, societal challenges and the institute’s wider mission. Commercial institutes are commonly funded through private investment, commercial contracts and industry partnerships, and often undertake research with commercial or technological relevancy. Not-for-profit institutes are more likely to receive funding from charitable foundations, philanthropy, endowments and research grants, with research agendas often reflecting their scientific or societal mission. Both institute types tend to collaborate with universities, governments, charities and industry to achieve their outcomes. Examples include Rothamsted Research and IQVIA (US).

Academic research institutions operate within universities and higher education systems, blending research activities with education and training of future researchers. Research programmes are generated and evaluated in reference to their scholarly value and increasingly, their relevancy to policy agendas and societal and economic agendas. They tend to centre on collaboration across disciplines, with other institutions and with industry partners and governmental bodies. Their funding comes from multiple sources, including institutional funding, competitive grants and external partnerships. Increasingly, academic institutions seek to balance scholarly autonomy with growing expectations of societal, economic and policy impact. An example is The Roslin Institute.

Considerations for deep tech:

  • Deep tech ventures can be high-risk. They do not neatly transpose onto the commercial model of value generation, as outcomes cannot be guaranteed and the applicability of discoveries is not fully predictable. This is important when considering the viability of undertaking deep tech projects in research institutions, particularly those dependent on commercially viable outputs.
  • Progress within deep-tech ventures often requires coordination between multiple parties, such as academic communities, industry partners, investors, and public bodies. Research institutions that can facilitate these networks and interdisciplinary collaboration may be better positioned to support deep tech development.
  • A desire to address environmental, social and health challenges can be a motivating factor in designing and undertaking deep-tech ventures. This raises questions as to how such goals may align with the aspirations, funding structures and modes of governance of research institutions, particularly across different types of institutions.
  • Deep tech is often a lengthy process. It requires significant time investment, and the pathways from discovery to application are not always certain. This raises questions around whether a research institution, particularly what types of institution, has the financial capacity and long-term commitment required to support this type of research.
